It is a meeting that is scheduled to occur at the same time and place each week.

At my office, the corporate managers have a scheduled weekly meeting each Tuesday with the Board of Directors. This would be an example of a "standing weekly meeting"

Every week at the same time you will have that meeting. It will stand on the same day and same time so you will be expected to be there

It's a meeting held at the same time each week - they normally won't send out any reminders - since it's every week, you are expected to keep track of it.
