Think about it this way, and perhaps you will find something to anchor your essay upon:
Focus on why you want RISD, specifically. What about that school makes it right for you? What makes it a good fit? Perhaps it *is* because it's in America - but so are others - so what opportunities will this experience afford you? How will it inform your art, and your person?
RISD is one of the top art schools in the US, and the artists there have been *extremely* influential in international, and American, art circles. The environment at RISD is intense, creative, and unique - so what about that appeals to you?
What about America, and the American approach to art, appeals to you? Do you think it will differ from the British approach? How so? How will that influence you? What do you hope to absorb, to incorporate into you, and into your work?
RISD is quite close to both Boston (about an hour) and New York City (maybe 2, 2.5 hours), so you'll have access to both. New England itself has a thriving art scene, and I need not speak of New York, because, duh, New York! And yet it's not actually in either Boston or NYC - it's in Providence, RI, a small city in a small state - and yet the school has had such a major influence on world art. So is there something about that that appeals?
You have to think about this school, and what makes it unique. Then you have to think through why that's important to you. And that's your essay.

well what is the reason you want to come to america to study?
is it because you think america has more opportunities for you? or do you just want to experience what it's like in this country, meet new people, and/or learn about the culture?
i think you're the only one who knows the answer to that...
