I like it with a K. With a C it's going to wind up with an S sound like Siley, whether you use an 'i' or a 'y'. Ciley and Cylie will be pronounced Si-lee. Sorry!
C's only make a K sound with vowels like 'a' and 'o' and 'u'. With other vowels, they make an S sound. Think of the words cat (k), cookie (k), curly (k), center (s), city (s), and Cyrus (s).
An alternative would be to do a name like Callie.

I don't really think it can be done without giving everyone around the kid a headache growing up. To get the 'Kai' sound, a k's really the only way to go. The best spelling of Kylie to me is just Kiley, the original, beautiful one. I would suggest Cailey, but that's pronounced 'Kay-ley' instead of 'Kiley'.
