I think it was Rocks Ann. And she was a traffic control technician. As such, she worked in a signal control booth that monitored the movement of trains in and out of Washington DC. By extinguishing the red lights on the rail system, a train could enter the city with out having to slow or stop - having priority over all other trains. Sting lived in Harrisburg PA for a time and commuted to Washington where his music studio was located from 1981 to '84. When he learned that it was Rocks Ann who was the traffic controller, he wrote the song hoping it result would be a non delayed commute every day. Heck, I don't know. I made that up.

derail is hilarious. i laughed all the way through that answer. yet at the same time derail was convincing. i am sure that most who read that answer would have been wondering whether or not it could be true if derail hadn't admitted to making it up. if i had asked the question, best answer would have to go to derail.

Roxanne was a prostitute, hence the red light. Sting is with her and she doesn't need to be with other men because she has him. He wants to be her one and only. Is he pleading? Maybe.
