You have to get a hearing date with the city planner. The hearing is public, so people can object. Depending on what you want it changed to you may have to pay for environmental studies, the traffic one (forgot what it is called, but it determines if the present roads can handle the change). The planners office should be able to tell you which studies you need to have done. You may also be required to get signatures from everyone effected by a change.

BTW, most changes are tough, you sort of have to prove that the present zoning is bad.

Call your city hall and they Will have an instruction sheet. it usually means, posting the property and applying for the rezoning and waiting to see who complains.
