Need some ideas on high interest offshore investments which are quaranteed.

Some banks abroad offer high guaranteed interest rates, but then your deposits may not be in dollars - so the fluctuation of currencies would remove any guarantees. Perhaps you can find a country with high bank interest rates that will allow you to make deposits in dollars - but you are unlikely to find one.
