Look at the new American Century Project open letter to Clinton in 1998. You can see it right on there website. Look at the plan. I really don't think it was all the Bush Family as much as it was the Neo Cons pushing them to do it.

Also of Interest in 2000 Iraq refused to take the US dollar in the money for oil program. He wanted Euro's... That is rarely brought up in the reason for the war/ occupation of Iraq. But if some one refuses to take my money it upsets me.

interestingly enough a resolution was passed in the late 90s by Congress and signed by the President that made regime change in Iraq a matter of National policy. The president's name was Clinton. And both him and a large number of his party believed (judging by statements made at the time and right up to the removal) that Saddam was a threat to the region and to our National Security. Mr Clarke's main aim in his book was the very old DC one called CYA. Its surprising Liberals don't recognize it.

maybe it was after the 17 UN resolution or when he fired rockets at american aircraft in the no fly zone. maybe when saddam decided to assasinate prs. bush #1. could have been when saddam gased a couple of hundred thousand kurds after the first gulf war. so many opportunities to make the right decision, so hard to figure out the tipping point.

Maybe it was when the Clinton administration decided their policy for Iraq was regime change. To bad Bill was too busy with interns to get the job done.
