What I know about is China.

You can blame that on the west

Prior to the 1840's, people from the west visiting China often refered to it as more advanced then the west.

Then England, in order to balance a trade deficit with China decided to illegally import opium into China, which was against Chinese law. Eventually that resulted in 90% of the men under 40 being addicted in coastal area's.

The result was two opium wars that China lost and treaties which the Chinese dubbed as the "unequal treaties" which made the Chinese pay huge war reperation, gave the Brits a lot of say in their government, executed thousands, and to add further insult to injury, prevented Chinese officials from addressing British officials as "Ye" or barbarian.

At the turn of the centry the boxer rebellion broke out in response to the heavy handed way foriegners treated the Chinese, who were exempt from Chinese law. That rebellion along with war reperations brought down the 2,000 years of dynasty rule and put in place the Republic of China, with the last emperor holding a ceremonial role.

After WWII the communist won against the republic of China and in 1949, Mao shut off all contact with the west that was finally opened 23 years later in 1972 when Nixon visited China.

In many respects China is not backwards, but rather one hell of a lot wiser then the west. China seems to learn from its mistakes, while places like American seem to repeat them.

In the not too distant future you will no longer be able to call China primitive. It is quickly emerging from that.
