My explanation: Bill just continued the philandering trend from his days as governor in Arkansas. He was emboldened by the success of his "bimbo eruption" team during the first election cycle.
It really didn't have anything to do with the way he governed. Polls probably dictated that.

I'm kind of shocked by the number of people who simply say something about Bill be a man like that makes it okay.
Yeah, what happened between him and Monica was between two consenting adults. He was asked about his affair with Monica when brought to court over charges of sexual harassment on another woman as a means to prove a pattern of conduct. I would've had a lot more respect for him if he said "we had a consenting relationship" while on the stand and told everyone else who had no right to ask to mind their own business.
I could care less if he cheats on his wife, I do care about a president that commits perjury in a court of law and just walks away unpunished.

Many men are dogs.
Many women, and young girls, are "power" groupies
Many men are weak.
Don't trust your friends, Linda Tripp was allegedly Monica's friend. With friends like that...
Some women (Hillary) will put up with anything to stay in a "power" couple marriage.
Ken Starr was more intent in portraying his personal hatred and agenda, than justice.
The whole thing should have been a non-issue. Millions of dollars wasted on a private matter between the President and Mrs. Clinton. Presidents, and other men in power, frequently have "other" women, fact of life with most really-powerful men.

Explanation? I believe it's pretty self explanatory. It's something that's happened billions of times for Bill. Problem is, he got caught with his hand in the cigar jar this time. I mean, come on, can you blame the poor guy? He'd get more affection and satisfaction at a morgue in a night than a lifetime with hillary. She's the most unfeeling woman I know of. I feel bad for the poor guy.

The over-simplified version is that a man lied about a sexual encounter. This explanation misses the full context of the scandal.
While Bill Clinton was Governor of Arkansas, it is alleged (and not contradicted) that Arkansas State Police were occassionally tasked to find women for him to have sex with. On one such occassion, it is alleged that they had Paula Jones sent to a hotel room where she was allegedly asked by then-Governor Clinton to perform oral sex, which she allegedly refused.
The lawsuit by Ms. Jones was one of "Sexual Harassment". Under this type of lawsuit, it is well-established that it is permissible to inquire into the sexual history of the Defendant, in order to see if it shows a pattern of similar conduct.
To that end, certain questions were asked in the Discovery phase of the trial, and several attempts were made to avoid President Clinton answering them at all, including the Soldiers and Sailors' Civil Relief Act. The Judge in the case, a Clinton appointee, ruled that he was required to answer the questions under oath.
Part of those answers contained statements that no such activity had taken place with a certain Monica Lewinsky. He made statements under oath that he had never had any sexual contact with her.
When it became obvious that the statements were false, one of the ways it was asserted that they were in fact true was that what they actually did was not "sex". Prior to being Governor, Bill Clinton had been Attorney General in Arkansas, where the definition of "sexual activity" under criminal statutes did include oral sex, so this claim didn't last very long.
In addition, testimony was offered that he and his people attempted to influence testimony of witnesses, including Monica Lewinsky.
The House decided that this was Perjury (a false statement of a material matter made under oath with knowledge of its falsity) and Subornation of Perjury (encouraging another to commit Perjury), and Clinton was Impeached.
A media storm erupted, which overlooked the context of the statements, and convinced many that "it's just about sex, everyone lies about sex, and it wasn't even sex anyway", so the Senate did not convict him, and he finished his term.
The Arkansas Supreme Court was unmoved by the acquittal, and President Clinton "voluntarily" surrendered his License to Practice Law in Arkansas in lieu of being Disbarred.
My opinion? The man should have gone to jail. Our legal system depends on it being able to compel truthful testimony, and he did everything in his power to avoid telling the truth, and when everything failed, he lied.
He did more damage to our legal system than O.J. Simpson's acquittal did.

My first opinion is that she intended to bring action against Bill Clinton from the onset. I mean, why else would she preserve the DNA evidence of his ejaculate on her pretty blue dress. It would seem that a normal person that wasn't out for personal gain or a political agenda would have had her dress cleaned. Based on that, I feel she was a low life, opportunistic skank.

Normally we would not think much of this type of issue. But, when you are the President of the U.S. sworn to uphold the laws of the land and held up as an example of integrity for all the world -- Clinton failed miserably. He could not tell the truth if his life depended on it. He lied so much that even he didn't know what was truth or lie. I do not support any of his policies but he could have gone down in history as one of the greatest Presidents had he been truthful. He was not. No character, demonstrated in his infidelity.

My explaination - Bill is a nymphomaniac and Monica was willing.
My opinion - It was repulsive, made our country look like fools and made a laughing stock of the office of the Presidency.

After 6 years of investigating everything the Clintons had done, an adulterous affair was all the Republicans could get him for. Clinton was stupid because he played into Ken Starr's hand.
