All guys look at girls with lust at some point but its just in their instinct. They wouldn't be normal if they didn't do this so these aren't the pervs. The real pervs are the guys who constantly look at girls where they shouldn't be looking etc. Hope this helps! =]

Most guys are pervs but a lot are not and have to say I also know a lot of girls that are as well.
