On a 13 year old Sears lawn tractor

It is the steering rod that goes from one front wheel to the other.
Your machine is 13 years old, I suspect it is worn out and must be replaced. (no repair possible)
You may be able to find one at a lawn tractor junk yard. Be sure to measure your old one carefully to get another one the same length!

I looked at the steering section of my owner's manual and I can't pick out the part you are describing. Have you looked on the sear's website? If you put in your model number it will give an exploded view of the tractor with part numbers. Go to parts at sears.com. I assume your talking about steering, there are also drag links on the front of the mower deck.
