Is it true that President Bush placed himself in a position to become a dictator in May?

Someone just told me this morning that they read a message on their phone about an article saying that we may not be having a presidential election. President Bush will be a dictator.

That is an urban legend and is in NO way the truth. He will step down at the end of his term, just as every President has before him.
