There are several reasons that I can think of.
--More troops
--Use of counterinsurgency techniques that work
--Political settlements and truces - Al Sadr for example has called a cease fire
--Neighborhoods and towns have already gone through ethnic cleansing and people have re-settled in segregated groups
--Some cooperation from the Iranians
--New ways of counting Iraqi fatalities - car bomb deaths and being shot in the front do not count

well, if you just try to think like humans because most of you aren't humans enough since it's OK with you that innocent people die everyday just because bush claimed he wants to save Iraqis , first of all Iraqis didn't ask bush to save them! and claiming that they're are nuclear weapons in Iraq! god we didn't see any! Most likely due to the new congress lighting a fire under some arses and letting them know that the US is going to pull our troops out of there ASAP and they will have to work it out for themselves.
Something the current administration has been unable to do for the past 6 1/2 years - coincedence? I think not!

A big part is the fact that the country is effectively ethnically cleansed. Areas that used to contain Sunni and Shia are now segregated. In other words the people each side was killing have moved away. There are record numbers of internally displaced people in Iraq as well as over a million refugees in other countries.

More than likely they are getting ready for a large push. By lulling the American troops into a false sense of accomplishment and having the withdraw start, the insurgents can take the advantage. There are too many things to be taken into consideration not to see what is really happening.

maybe the decrease in violence untrue? could it be possible they are merely playing with the numbers to fool us into supporting their ever-unchangeing strategy in iraq? do they think we are just dumb enough to believe it? are the news media merely complicit in this deception?
