you take out nomination papers for the office you are seeking, and gather signatures of eligible voters in your district who agree that they want you to be on the ballot. they are not saying they will vote for you, just that you should be on the ballot. this makes it relatively easy to get people to sign up, so get all your friends and relatives to circulate the papers for you as well. its basically asking their friends for a very tiny favor, and most people are happy to sign for a friend.

then you need to meet with the leadership of the party you are running in if it is a partisan office, and even if it is non-partison, the party with which you would be best aligned in terms of your ideology will meet with you and offer some level of support for your campaign and teach you how to do all the things you need to learn to run a successful campaign.

Start attending City Council Meetings. Get to know the people who currently hold offices. Pick their brains. Some of them will have higher aspirations and will eventually run for higher office, and they can tell you what it will take to move into their seat.
