Wouldn't the organisation need to "fight the fight it has been preparing to fight" and not be changing its plans at the last minute ?

How would "improvement" be sustainable, given that : "Humans are limited. Everybody wants a reputation for competence, but not everybody is willing to put the effort. There are those who are expert at image. There are some incompetents around. Management may set checks and balances, but there are limits to what they can detect. Also, too many checks can suffocate employees, and the better of them would leave for calmer seas. Good management would set up some checks, but is also aware of their limits."
