A line parallel to y = 7 would have to be y = ?. In order to go through the point (10,2) the y is =2. So the line must be

y=2.

y₁ = m₁x + b₁ =7   ⇒  m₁ = 0
y₂ = m₂x + b₂

y₁ ∥ y₂   ⇒  m₂=m₁ = 0
⇒  y₂ = b₂
(10,2) is a point on y₂ ⇒  b₂ = 2
⇒  y₂ = 2
