A line parallel to y = 7 would have to be y = ?. In order to go through the point (10,2) the y is =2. So the line must be
y=2.

y₂ = m₂x + b₂
y₁ ⥠y₂   â  m₂=m₁ = 0
â  y₂ = b₂
(10,2) is a point on y₂ â  b₂ = 2
â  y₂ = 2
