Look for a free little program on the Internet called "Crap Cleaner". Scan the PC with this utility to see if there are any problems in the PC's registry, then look for start-up programs under tools. It could be that you have too many programs loading with Windows at start-up, or you are infected with a virus, or it could be adware/spyware/malware that was installed on your PC without your knowledge. There are lots of scanners out there that can clean out the your PC. Look for these other freebies on the Internet:
Ad-Aware
Spybot Search & Destroy
Another thing to do is to go out and buy a sotware suite called Norton 360 from Bestbuy. It may find problems on your PC when you boot from the CD.
Good luck!

Check the process tab under the "task manager" ans click the CPU column (think it is) 2 x to get it with highest value at top.
If the largest item is "System Idle process" do not worry, this is there to make it add up to 100%
If something else is using a lot of power, post a new question with details of the process name.
