Thermal underwear is good but tends to need straightnening out a lot as it rucks up, also not very supportive where it counts for Ladies upper bits and Men's lower bits. Alternatively, Thick opaque tights and heavy jeans is the answer, with socks over the tights. I'm a bloke and I did this in my Motorbiking days, so if I can give it a try what do you have to loose honey? Much lighter than thermals, more supportive and easier to wash/dry and cheaper to have ready supply when out on your bike for work every day!
Mind you, glad I never had an accident, imagine the raised eyebrows in casualty??

I ride a Honda Reflex and have a cold 40 mile ride to work every morning. This morning the evil thermometer was reading 33 degrees when I left for work. So I know where you are coming from.
I wear heavy long johns under heavy thick pants and a thick heavy shirt. Then I have my Joe Rocket riding jacket under my heavy winter coveralls. On my head I have a balaclava under my helmet, and on my hands I use Arctiva snowmobile gloves. My feet are fairly well covered by the fairing on the bike, but I still double up my socks and wear winter work boots.
The main thing you have to do if you are to enjoy riding in cold weather is keep the cold wind out. So tuck pant legs into boots. Make sure gloves are sealed inside your jacket, or at least seal the gloves over the jacket sleeves.
My coveralls are great for this because the legs are sealed to my boots with the snaps closed and the gloves fit perfectly inside the sleeves of the coveralls and keep the wind out. It gets toasty in all this when the temperatures soar to 40 degrees. If you are interested, K-Mart has these coveralls on sale for $50.

balaclava is a bit worrying, does your helmet fit properly as you shouldn't be able to get a balaclava on underneath.
You can buy heated grips from the makers oxford, they are VERY good and just run off your battery. as far as legs go I have a pair of raven waterproofs with protective padding , cost me 40 quid years ago and I have still not put the liner in as there are so warm. My last suggestion is a new helmet that fits well it will be a lot warmer than a poorly fitting one with balaclava, honest. hope this helps

Get a really good pair of water proofs - they need to be nice and thick !!! A good pair of gloves will really help and will be safe aswell - I fell of my bike and my thick pair of water proofs took the impact not my leg. Also a really good pair of thick gloves is a must for you ( Agin they will keep you safe) A scarf between your helmet and jacket is a good way of keeping warm aswell, Hope this helps keep you warm.

The old faithful way - chaps
Modern way - polypropylene thermal underwear - it is extremely thin, keeps heat in but lets moisture out. It is what a lot of cycle-cops wear under their uniforms.

this is so easy seeing as your a female. Wear a pair of tights. I myself have done this when its been mid winter on my suzuki and i'm a bloke and i'm not ashammed to admit it. Once you can afford it go to Hein Gerike and get yourself a proper sportec waterproof trousers about £80 and you'll never be cold again

Try some underarmor. Also try to get something windproof. I wear gortex pants from the military. I dont know how much they would cost you, but im in the AF and I get them for free. Look them up

I'm a biker and i wear trousers under my leathers if you haven't got any bike trousers treat yourself and you can get padded ones for safety otherwise long johns under your trousers but it is going to get colder so don't hang about good luck.

Carhartt flannel lined jeans have worked well for me, combined with leather chaps you will stay warm
