My sister signed her rights away on her son. he is in foster care now. I would like to get him out and take care of him. I'm almost nineteen is this possible? He's almost two years old.

Sure it is possible, but depends on a number of factors having to do with your ability to parent him. You will almost certainly need the advice of an attorney to make it happen. If you can't afford an attorney, there may be an agency in your area that will provide you with pro bono counsel (either an attorney to represent you or informal advice to help you represent yourself).

sign up to be evaluated as a potential foster parent
then after all the evals etc are over
and you are approved
then ask if you can foster the child in question

That would depend on where state you live in, each state has its own laws on the matter but I don't see why you couldn't achive it if you have no criminal record.
