I'd have to go for Swann because none of England's bowlers can bat if you go with Hoggard, Harmison, Anderson and Panesar, you'll have the longest England tail EVER. Also Swann bowled well during the ODI series and is far more experienced. KP and Vaughie can both turn there arm over if needed. Kandy is well known not to spin as much as Colombo and Galle.

Cook, Vaughan, Bell, Pietersen, Collingwood, Shah, Prior, Swann, Harmison, Hoggard, Anderson.

Both of them have good bowling records against Srilanka.
Graham Swann has good records against Srilanka in ODI & Monty Panesar has good bwoling records in Test's against Srilanka, so if they both play it would be helpfull for the English team.

If England are looking to win, and not save, matches, Monty is their man. It will be a plus if both are in the team.

Monty is first choice for sure.Bolwers should be picked on bowling skills not if they can bat a little bit.Monty is the best bowler and should play.

My choice is both. They are coming as good spinners for england and can provide the required variety in spin.
And playing in sub continent will provide them with important learning experience to further hone their skills.

I think both! SreeLanka are well practised in facing spin, thanks to jayasurya and murlitharan: but, the twin spin attack of monti&swann is bound to be difficult for them to cope with!
