Your Sim must have a college degree (so you need the University expansion pack) and take a career in the paranormal career track. It is the career reward for that track.
If you have the Nightlife expansion pack as well, you can use ctrl + C to bring up the cheat menu and type in (without quotes) "unlockCareerRewards". It will unlock the rewards for the selected Sim, and you can get it that way.

when your sim is dying...the grim reaper shows up but your sim cant be ressurected if no other sim is present on the lot to pay the grim reaper. when theres another selectable person on the lot have them click on the grim reaper and select ressurect. They then pay money to save their dead family member or roomate. Thats basically how it works. Also, for the nomitron there has to be a memory of someone dying in their memory panel for them to be able to ressurect a dead loved one.
