Elizabeth I had five people beheaded in her long reign.

I can't find the last one, but here's a list of people executed by Elizabeth. Some have been "hanged, drawn and quartered", though:

Beheading was reserved only for the privileged class as it was considered a less brutal form of execution. The Duke Of Norfolk who was beheaded in 1571 was also Elizabeth;s cousin on her mother's side of the family. It can be argued that it was the government rather than Elizabeth that ordered the executions.

Staisil mentioned that Mary, Queen of Scots was beheaded. However, I don't think Elizabeth I really wanted to do that to her own relative.

With that exception, no one was beheaded.

Charles Tichborne was beheaded in 1586 for trying a plot to kill her, he was 25 and he wrote a poem on the walls of his prison cell.
