I'm not sure who does the packaging.
But, I do know that the Wilson Football plant is in Ada, Ohio (about 15 miles East of Lima, Ohio).
I went to Ohio Northern University (located in Ada) and my apartment was located very close to the plant.
I'd start by contacting them first, they should give you an idea who does the packaging.
