Because we regard knowledge as deducible. That is to say, when we are faced with a complex problem, we break it down into its constituent simpler parts, and try to understand how the simpler parts form the complex piece.
Nuclear technology is the ultimate result of a long string of knowledge that started with Aristotelian scientific notions, and involves everything from astronomy down to atomic theory, as well as pin-point precision in mechanics and engineering. Despite the proliferation of nuclear weapons, an atom bomb still remains the most complex piece of machinery that man has ever built. It takes virtually the entire panoply of scientific knowledge to build one.
That is why Heidegger said what he said. It is sad that despite nuclear technology's peaceful uses, we still primarily use it as an instrument of death.
