Time is relative to the frame within which time is measured. This is a basic tenet of the theory of relativity. Thus, if you are on a spaceship traveling near light speed, time appears normal to you because you are measuring that time relative to the ship.

On the other hand, people outside the ship watching you scream by at near light speed see time on your ship as slowing down to almost a stop. Conversely, if you were to look out your porthole at the people outside, you'd see them age, die, and wither away in almost an instant because from your point of view time had sped up.

As we age, our systems slow down. Even though time seems normal to us, people around us see that slow down. Conversely, as we age, we see things appear to go faster; time outside our personal frame seems to speed up. Time is relative for us as well as that spaceship.

Time is a relative thing for sure. Without going in the theories of relativity, which you can look up just about anywhere, I have made the following observation:
A preschooler that is five years old, looking forward to his sixth birthday, will have to live 20% of his existing lifespan. so, one year is equal to one fifth of what he allready lived.
A person that is 50 years old and looking to live another year, to age 51, will only have to age another 2% of what he or she allready has lived. That is why "time seems to go by faster". it is strictly a relative thing
