I've accomplished it very successfuly more than once.

Using an exterior grade mortar; applied as you would on a kitchen floor; in the proper temperature conditions; just do it.

I used the mortar also as the grout, rather than depend on usual grout to be substantial enough.

One job in particular has been in place for 5 years without any issues.

Yes. We tiled our front stairs, walkway and landing all the way to our front door just a few weeks ago. I used the instructions that I found on this website:

It is important to make sure the stairs are level and that they are not settling (if so, get them mud-jacked first). Instructions on a simple remedy for this are on the site above.

Also, I would not recommend mortar. Grout is intended for tile between the spaces and you can get colored grout that is made for outdoor applications. Make sure you get enough to have extra for possible repairs later.

Again, the site above gives excellent step by step instructions for this job. I found it rewarding and in a weird way--kind of fun.
