1. using modern high tech scanners and printers almost anything can be forged.
2. clerks are not well trained to identify nor do they take the time to look for counterfeit bills

Through some physical process, the money is created in a way that can be verified to be authentic. One only needs to create money in such a way that it passes these verifications. Most people simply look at it to inspect if it is genuine, this is what makes it easy to counterfeit.

All the technology and security in the world will not work if the human who accepts the bills don't check them or know how to check them.
