It should be yes. I cannot comment on the effectiveness levels of this method, as honestly, it's pretty well out dated with instant chemicals. Basically, letting the water sit does allow for chlorine to be removed. I'm also not sure why your local area would not be using Chloramine either. Specifcally because Chlorine will evaporate out, most utilities now use Chloramine only. It will work yes, but I've never tried this, nor even thought to try this honestly. I'd actually reccomend you not do this.

well no not really go to your local pet store particually one that sells fish supplies and ask for a product that takes out chlorimine a name brand from tetra will usally work or something close to it. Follow the directions carefully and with in a few days you should see level drop. Also ask for a basic fresh water test kit if you dont have one already this way you can check the levels of the water when ever you need to. I have 3 tropical fish tanks that Ive have had for 20 years now and its great to know everything about fish and how to take care of any little or big problem that may arise. I also worked at a petco in the fish dept so I am very knowledgeable. Also try getting a tropical fish book and care of your aquarium youll find out so much more facts than youll ever know.

If your municipal water supply does not contain Chloramine, then a 48 hour period should get rid of of any Chlorine, however there are several very inexpensive products that will instantly break the chemical bonds of either compound, and remove any doubt .

if your water dose not have CHLORIMINE in it the chlorine will lose its bound to the water in about 24 hours.
I would how ever use some prime in your water to remove the chlorine anyway just to be on the safe side
