Of the four choices, I would choose B. Calhoun was the main ideologue in favor of states rights for a generation. Clay is definitely wrong - his American System called for a much stronger federal government than states rights supporters could stomach - and Robert E Lee wasn't a spokesman at all. Davis might be a possible answer, but when I consider all the troubles that states rights gave the CONFEDERATE government as it sought to carry on the war effort, I think that Davis's government ended up "falling out of love" with the idea.

Depends on what period. Thomas jefferson was the initial spokesman. Henry Clay was as well, but it was later down the road. I meant Calhoun. Im currently taking US history and just got done with the two.
