They exist. The powers exist umong us. The people with them are just to afraid to tell us. I know for a fact that people have these. They just don't like to use them where people can see them. They use them in the dark of night or in private.

The enhancement to some people to have superhuman powers is a mystery and cannot be explained. I will tell you a true event and was in newspapes some years ago. A woman was driving her car with her daughter then her car mounted a bank at a awkward angle . She was thrown clear as the car overturned trapping her daughter. She tried to turn the car back over but did'nt have much luck..suddenly she acquired the strength of some inhuman beast and turned the car over and get her daughter free and clear just before the car burst into flames.

i think the most likely way we as humans will achieve those features are through bionics and through the research of disabled solutions. we have to an extent already achieved those with the exception of teleporting.
we have braces/devices that attach to limbs that allow above normal strength in arms/legs but most are only used at the normal level .
there are leg extensions that look sort of like a longbow and allow the user to run at 3x the speed of a normal human w/o using anything but leg power.
and there has always been eye wear to enhance vision beyond what a normal person could reach like modern day night vision goggles not only see in the dark but inferred, voom features, heat seeking etc.
its only a matter of time before these devices could become mainstream and streamlined for implants unseen to the naked eye.

Strength, speed, vision, yes all these could and probably will be improved through genetic engineering. (Look at the 'super mice' that hit the news a week or two back!)
But teleporting, X-ray vision, telepathy, no, because these are all nonsense, and do not exist to be 'enhanced'!

I think pretty soon look at the progression of steriods and the guys that take them, we are already very close for vision, speed, and strength. However teleporting may be pretty far off.

We use technology for superhuman abilities, cranes, bulletproof armor, binoculars, x-rays, cars, and so far we've managed to teleport an apple...or remake the same apple on the other side
Just cause we don't have the ability born in us just means we have to make them for ourselves.

usually during some extra -ordinary conditions humans do so.
i have read in some book that a woman has lifted a car which would weigh about 10 or more times inorder to save her child's life.
The super human power is unseen.

Enhanced?
This already exists. Unfortunately there are those who wish to not open their eyes to this vivid realisation. Teleporting for one is extremely simple - have you not heard of Astral Travel?
