D. I can understand why some say B, but the Compact makes NO mention of a governor or any other specifics about a form of government. In that sense it was not a
"constitution" (that is, laying out a FORM of government).

Rather, the settlers were making a "covenant" to work together to make their own laws and to abide by them. (The Puritan tradition made much of church and civil covenants.)
