Each must be done equally. The "prime directive" of ethics is "do no harm," also called the "non-initiation of force" against others. When you do not initiate force (including coercion), you "let live."
But you must also live your own life to the fullest no matter what others do.
Doing both is the basis for self-esteem. You can't have self-esteem if you harm others purposely; you can't have it if you don't live a fulfilling life.

To live. In order to let live you must be present to allow it. To live comes first. To live is to understand the importance of letting live.

if you feel your life/well being is more important, then it is "to live". but if you care more about the well being of others then "let live." It all depends on the individual.
