He can't make you do that. CHeck out your tenants agreement. You should have placed a deposit that he is supposed to keep in case you damage something. If the agreement says something like "tenent to pay any damages caused by tenant" then you are liable still for any damages you caused and not for anything undamaged. Make another copy of your agreement and then show it to him once you can point out the place where it says what happens in the event of damage. That way, if he tears it up, you have a copy still to take to a small claims lawyer to find out exactly what your rights are under the law where you live.

That is totally unfair to charge you for the entire apartment, sue him, take him to court. You have only damaged a portion and that portion can be redone only. Fight, dont take crap from anyone, the more you take crap the more they will bully you. Dont stay quite speak up, fight.
