priviledges. what's the diffrence please?

I really don't understand the question. I've never heard the expression 'England had the exchequer system' before. Exchequer merely means the department for finance or the Treasure in modern parlance. It certainly wasn't in existence in 950AD. It was by 1190 when it had split into the Exchequer of Receipt and Exchequer of Payment. The name came from the fact that calculations were carried using counters out on a table covered by a large cloth chequered in black and white resembling a chess board. There was also a Court of Exchequer as part of the Justice system which lasted until the 19C when it became (for a time) the Exchequer Division of the High Court of Justice.

Well you ask to explain in few line the whole evolution of administrative system of middle ages !!
However :
Exchequer is a system based on revenues from land and city. Basys was the "Doomsday Book" , a complete archive of all land owners and richness owners of England, necessary to tax them correctly. Exhequer was the minister of finances in charge of taxation and accounting.
Kingdom of France develloped a centralized judicial system, nmostly due to the need of the King to controle and limit any kind of power of the greatest Lords.
On the contrary in Germany Emperor was not able to control the power of the most pwerful noble, so the way he used to controle them was giving them "Rights" and "priviledge " to make them ally to the crow. But this created a great confuzion and weakened the Emperor Power.
It is not told that in in Italy , in the same time, there was the re-discover or roman law
