stupid reporting thing without any reason.....many of my friends lost their accounts for some jerks! =)

They have done everything well...unlike Microsoft ;)
Just a bit of added features would have made things simpler:
a. A local forum where you could address few issues and solve it locally.
b. Be close to print media and make some answers (the current and the highest) heard to the world (i guess not all of us have read all the important answers). Some govts might get an idea from us
c. Make it more friendly with user interface!

To be able to use smileys would be good, although of course, chatting is out of the question.
Also, I would like to be able to use different fonts .

What I would do is that I would click on the “Polls and surveys” hyperlink that is below every answer that you had previously gave.
It can be found at the bottom of the screen and is underlined .

No points should awarded unless your answer was chosen as the best! You should lose points if people think your answer is bad. People with negative points should be limited to only one answer per day!

I'd can the report system. Employ some responsible censors to deal with extreme troublemakers.

They need to investigate it when some appeals a decision instead of saying they are going to and never getting back with the person.

I would add an "ignore" feature that would allow you to place other users on a list in which they could no longer interact with you or you with them ... they couldn't rate you, report you, see your answers or questions, and vice versa.
