A Football player scores and pulls out a DR pepper and dances and drinks it and then he climbs the goal post and does a belly flop off it... the real question i have is what kind of a fine would that be in the NFL if lets say T.O. did it?

That would be excessive celebration and a penalty during the game. The fine would come from the head office of the NFL. The team would probably also have a contract clause violation that they could use to fine the player. Many players have clauses in their contracts forbidding them from dangerous activities which they may be injured in. Dancing on the goal posts while drinking Dr. Pepper I would consider a dangerous stunt.
