what is static IP too? what does fixed IP and static IP mean too?

Static IP is a fixed address. The alternative is dynamic IP. It is likely your connection is dynamic, you normally need to subscribe to static at an extra cost.

usually if youre connecting to the internet through dial up, you are issued a dynamic global IP address, which means that the ISP gives you an IP address so that you are recognized over the internet. this IP address is Dynamic and changes everytime you dial up. while incase of DSL, Broadband internet, your internal address might be fixed or dynamic, which doesnt matter because its internal, the IP address you access the internet in this case is transperant to you.

A static IP address is usually used by companies who allow employees or customers to access thier data. while for home use, you use dynamic, so your IP address changes everytime you connect. static (fixed) is way more expensive than Dynamic (non-fixed)

I wont revisit what has already been said but to modify your IP configuration you simply need to go to your "network connections" and right-click your "local area connection" icon and go to properties. Then scroll down to TCP/IP and single-click it to highlight and select the "properties" button from there you will see the options for configuring your IP statically or dynamically.
