I mean, my little brother can barely get a shot in before I plaster him. Shouldn't he be a higher evolved species than me?

Evolution occurs across generations. So your great grandchildren may well be slightly faster, stronger, smarter, more disease-resistant, whatever than you.
Your brother received most of the same genes from your parents as you, without the opportunity for further mutation to have changed those genes.
Next - there is no such thing as a "higher evolved species". All species have evolved to the same degree, but have specialised to fill a particular niche. Your brother is the same species as you - though hopefully a less repellant example.

Not only will he evolve to be faster, he's already evolved to be sneakier. He only pretends to try to get a shot in and allows you to beat him up, because he knows the beating will take less time that way. Then he goes and pees on your toothbrush. That's evolution.

You'd better watch out! When I was young & beat up my younger sister, she waited for some more siblings to come along and they all "evolved" into a combined force that beat me up pretty good.
