I think this sentence means he puts in his ideas about what is the best car for you to buy. Input meaning another persons opinion and ideas to help you make up your mind about which is the best one to get. So input in this context is more about opinion than advice as advice might be more on the Oh you should get this one style whereas opinion is a statement about other ideas for you to consider so that is not as dictatorial.

Input can be both advice and opinion. It can also mean giving you the benefit of his prior experience with cars and also the benefit of any study he may have done about cars. So "input" can be opinion, experience, advice and academic studies. I guess an input re a car could also include a practical demonstration in driving it.
