I suddenly out of nowhere lost my internet connection (university LAN), but I still can connect to computers on my residential network through my network places. I tested the internet connection and it works for other computers, so no problem there. Also there is no software problem because I reformated the computer and installed the network card drivers fresh and the problem is still there.

The only thing left I suppose is a problem with the network card. Is it possible that they can go bad and lose internet connectivity but allow connection to other computers in the network?

It is unlikely that it will fail on only one connection. Is all your tcp/ip configuration set to automatic?

Sounds more as if your IP or sub net mask has been changed and is only allowing you to see PC's on a restricted layer of the network.

Go to DOS and release the IP and then renew the IP

IN DOS type in release /? for the sytax.

I had a similar problem and when I contacted my ISP they suggested uninstalling the ethernet card then rebooting the computer and re-connecting to the internet.
Windows will recognise the card and automatically re-install it.
It worked for me.

Yes this is not unusual had that happen to me a few times with working with people computer. not a uncommon thing just go to the store and get a internal network card and you will be fine if its a laptop get a addon NIC card.
