You don't have to be rich, but you need to have a solid case. And depending on the size of the matter, you can even file a small claims for a nominal fee in most jurisdictions. If the case is for a very large fee, then there are some lawyers that will work the case on a contingent fee (meaning you pay them nothing unless they win, then they will generally get 1/3 of the settlement.) But also note that the case would have to be very appealing to them and look like it's a pretty sure thing.

the courts and police are staffed by corrupt officials and hence the rich win cases easily. besides there are also lawful fee for advocates and other court expenses. like any other thing, legal suits also have cost. corruption adds to cost.

No, you just have to have a good case, something that's worth suing for, and a good lawyer. If a lawyer knows that you'll win, they don't ask for money upfront, they just get a cut of it when you win. If it's a case that you probably won't win, they will ask for money now, for you are wasting their time, and they want to be paid now.

you might need a little money to file and to pay for an attorney . attorney is needed for bigger court. small claims court usuallly has a limit of how much money you could collect . courts all vary . i think it's about 20 K per case ?
