Giuliani is a total crack pot! I'm not exactly positive he did all he could before and after 9/11 (although was handled better than the Katrina FIASCO, but then, Rudy DID have immediate Federal assistance), and even if he did an 'exemplary' job, that doesn't mean he would make a good president by any strecth of the imagination.
So, I would pick in this order for best to worst.
1. Hilary (she's got balls of steel, and while I'm all for Obama, she's my 3rd pick after Kucinich)
2. The Goat (still better than Giuliani)
3. Michael Moore
4. Stephen Colbert
5. Jon Stewart
6. Aliens
7. Sadam Hussein (oops he's dead, or so they tell us)
8. Zsa Zsa Gabor
9. Phil Spector (the spectacle)
10. Giuliani

Wow, that's a nightmare determination! If I have been forced to, i could % Hillary. particular she's a corrupt and evil baby-kisser, yet what Giuliani did to the 9/11 families become trouble-free atrocious.

So you want to know whether we should elect a fascist, a triangulator, or a nonsentient animal. Hillary would at least be right half the time, so she's my choice by a hair over the goat, who (choosing policies by slapping its paw on the floor of the oval office) could be better or worse than that. Luckily either Obama or Edwards would be right on most issues and a stronger voice than Hillary.
New Yorkers know Giuliani's "leadership" was a fraud, that he's a very dangerous character, and that he doesn't really know crap about national security. Being mayor of NYC doesn't get you as much foreign policy experience as the media would have you think, and Rudy's not exactly a shining example of intellectual curiosity

Ok honestly, I love goats. It's my Capricorn speaking, and I really do love them. But from your other two options, I would chose Giuliani. He is so much more aware of the societal issues right now and I believe that he is very capable of being president.
