Look online for an official website, an official myspace, or the brick and mortar address for the show they're on if it's television. If you know what agency or manager they're with you can write there. If they have a fan club you can write there. Yes, in many cases they have a service handle fan mail, but if they're fairly new to the business or old-fashioned they may handle it themselves.
These suggestions are not likely to get you personal contact, just an 8x10 glossy.

I believe that if you have a IMDb Pro account at www.imdb.com you can get contact information on movie stars. You wouldn't be able to contact them directly but it would get yo in touch with their agent. Probably the closest you're ever gonna get =P

not unless you happen to be in the same acting class together, but that's unlikely ain't it? You can write to them in care of the programs they are in, but they almost never get their fan mail which is answered by their staff.
