I have been linving in this apt. cmplx for 6mos(TEXAS). My freind in who is an agent (who referred me) hasnt received the finders fee as of yet. I am trying to move into a bigger place within the same cmplx--> Could this work towards my advantage. Should they give me a discount since no money was paid out. Rediculous request??

No them not paying their debt doesn't entitle you to anything extra.

There are a couple of issues here. First of all, was there some sort of formal agreement that your friend would get a finder's fee for bringing you to them? This isn't a standard policy, so there would have had to be some kind of a promise that they would pay a finder's fee for him to collect. In many cases, if there even is a finder's fee, the tenant would have to stay for a year before they would pay the "finder".

Secondly, any money they may owe to your friend and their obligation to you are two completely different matters. You cannot claim any benefit because they haven't paid your friend something they might owe him. So yes, it would be - maybe not ridiculous, but a useless request.

It's between the agent and the owner. He can take them to small claims court - especially if he had a written contract. You are on your own as far as a new place. You could state that you aren't using an agent and would like a break equal to what they typically pay for that. Two separate negotiations.
