your question is a bit confusing.
A paypal account is free. Now what are you goin to be doing with your paypal account?..buying stuff, or selling stuff and accepting payment by paypal.
If you are BUYING stuff, you need to put money into your paypal account, link your paypal account to a credit card, Or link your paypal account to a bank account. Paypal does not charge the BUYER a fee.
Now if you want to accept payments with paypal..then they will charge you a percentage..like 3% of each transaction.

Yes, to create PayPal account it free but it is optional to use the credit card for verification of account. There is no charge on transfer of funds but there is a small fee charged if you receive payments.

I've only doen it with a Credit card.. but its free on Both
on my case its all been free, i never have been charged any fee, only on Ebay while selling something.. during paypal selling or buying .. they dont take any fee, well thats what I've experienced in 3 years

Its like a free online credit account...you just have to pay the bill when they send it to you.
You do need to have an open, active credit card # in order to get the "free" credit though.

Paypal is free to join, but there are fees depending on what you spend or collect. I believe it is somewhere around 3%.

Yeah - and it's really handy. I love it especially when using it for eBay, plus It's completely safe. I even have my Bank acct hooked up to it.
