I've followed the leak up the cord and found that the filter is dripping down on the power cord to the light. It's running down the cord and onto the floor and saturating the feet of the stand. I tried moving the cord to try and miss the leak, but when I close the hood (Eclipse 2) the cord moves. Anyways, what may be causing the filter to drip water steadily?

It did this a few weeks ago, and I thought it was the media bag, so I removed it and the leak stopped, but it started back up today.

First of all, don't be handling the power cord while it is plugged up! Now for the problem: it sounds like the filter has a blockage so it is overflowing. Rinse the pads. Make sure it is level on the tank. Make sure it is not defective, and if so, take it back (to Walmart probably!)

The best permanent fix would be to install an under-gravel filter with a power-head and be fixed for life.

Two possibilities:

1) your filter media is clogged and it's causing the water to back up and flow over the rim

2) you have the water level too high - in the Eclipse systems I have, if the water is too high, it gets under the black trim at the top of the tank, then it gets pulled by capillary action up over the rim

Try lowering the water by 1/2 inch or so and take the filter pad out and squeeze it a few times in dechlorinated water (don't clean under tap water, it kills the beneficial bacteria).

Be careful not to get electrocuted. Turn off the power before doing anything!
