Ebay is the recipient. It should be on the 1st line.
3111 S Valley View Blvd is the number and name of the address. It should be on the 2nd line.
#Q101 is the suite number. It should be on the 2nd line right after the number and name of the address.
Las Vegas, NV 89102 is the city, state and zip code of the address. It should go on the 3rd line.

I would email them and ask for a name to put on the Money Order or they won't be able to cash it.
Then address it this way:

According to the US post office website the full address in standard format should look like this:
Full Address in Standard Format
FRS - Attn: Ebay
3111 S VALLEY VIEW BLVD STE Q101
LAS VEGAS NV 89102-8343
The name line is not nearly as important as the address lines, the postal machines read from the bottom up and very often the CITY ST ZIP+4 is all that is need to get your letter delivered.
I agree with the others, you shouldn't send a money order for Ebay stuff.

FRS is the name of the seller. Attn ebay just tells him it is from selling something on ebay. 3111 S. Valley View Blvd. of course is the street address. #q101 is probably a mailboxs etc or some other kind of rented mailbox (not US Post Office) designed to prevent some one from tracing him if there is a problem.
the best way to buy something from ebay is to use a credit card or paypal. you can even purchase a prepaid credit card. that way if there is a problem you can contest the purchase with the credit card company
