Could be that when Michelin made their mascot that the prominent feature on tires was the wide white wall stripe. It was more visible than the black rubber.
Also, if he were all black there would be no definition in the rolls of his body...and he'd look like a walking glob of goo.

Latex or raw rubber is actually white, and color is added to make black, plus cars would look silly with white tires don't you think. I presume you know rubber comes from a tree.
