It wouldn't do anything really.. But people who think it is funny to ask retarded questions would get a rush from everyone giving their questions a thumbs downs or a -negitave star.. If it really is something in the violation of community guidelines then ok you just report them.. otherwise no.

Actually I don't think many people would bother with it if it was there.
It would all be based on opinions anyway and one person's idea of a great question would be someone else's version of rubbish.
The stars work fine for me.
