Me and another good five employees in our department want to change departments, however our VP has held our department to a freeze, meaning we can't apply for any positions avialable within the company. They tell us this is because of being "short staffed" but they wont to anything to hire anyone else in so we are NOT short staffed. I more than anything feel that they wont let us move because management are a$$holes. is this illegal?

I doubt it. You could always ask for a raise, arguing that since you are "short staffed" and the work is being done, that you are doing explentary service. You could always resign and go somewhere where the management aren't you-know-whats.
